For unauthorized road use, the owner or operator must pay a surcharge appropriate to the vehicle category, collected by NÚSZ Zrt. Road users can choose to purchase the annual national vignette retroactively instead of paying the surcharge.
The amount of the surcharge
The payment deadline - which is generally 60 days, is counted from the receipt of the letter calling for surcharge payment.
The surcharge amount effective from 1st of January 2024, is contained in the following table:
Vehicle category | if paid within 60 days | if paid after 60 days |
D1*, D2 | 21 830 HUF | 87 270 HUF |
B2 | 98 160 HUF | 392 610 HUF |
*The amount of the surcharge of category D1M is the same as that of category D1.
D1 toll category: Motorcycles, as well as passenger cars suitable for transporting up to 7 people and with a maximum allowed total weight of up to 3.5 tons, including their trailers.
D2 toll category: Any vehicle that does not fall into another toll category and is not classified as a toll-liable vehicle under separate legislation. (If the vehicle's registration document, in the J (Vehicle Category) field, lists an N1 classification, then that vehicle – regardless of the number of people it can transport – falls into the D2 toll category.)
B2 toll category: Bus: a vehicle designed for transporting passengers, which includes the driver's seat and has more than 9 permanent seats.
If at the time of inspection the vehicle has a valid entitlement for a lower toll category than the category that would otherwise apply to the vehicle, a surcharge difference must be paid. If at the time of inspection the vehicle has a valid entitlement for a higher toll category than the category that would otherwise apply to the vehicle, no surcharge is required to be paid. You can read more about the surcharge difference on the NÚSZ Zrt. website.
For unauthorized road use, a fine can be imposed no more than once per license plate number within a single calendar day. Therefore, if you use the highway multiple times in one day, you only need to pay one fine.
Surcharge Payment
The imposition of a surcharge can occur electronically or during on-site inspections, but it typically happens in electronic form. Then, the surcharge can be paid at any customer service office, by postal money order ("yellow check"), or via bank transfer, following the receipt of the payment demand letter (detailed information about these can be found in the payment demand letter and the attached informational document).
